Important aspect of the Only Representative under revision

The interpretation of an important aspect of the "Only Representative" according to Article 8 of the REACH Regulation is currently under revision. More information can be found on page 23 of the Guidance document on registration, section 1.5.3.4, which was updated on 29 April 2008 . The updated document is now available at http://reach.jrc.it/docs/guidance_document/registration_en.htm.

The initial scope of the REACH-IT release prudently defined

The European Chemicals Agency (ECHA) has decided to limit the first production release of REACH-IT to company sign-up and online pre-registration. Notification, inquiry and registration need to be submitted initially via temporary procedures after 1 June, when the REACH Regulation enters into operation. Detailed guidance on these procedures will be published on the ECHA website during the week of 19 May. More

Information on how companies can submit data to ECHA will be published next week

The European Chemicals Agency (ECHA) will publish early next week on its website information specifying how to submit data to the Agency from 1 June. Detailed guidance will be available in a new data submission web section. Web pages will be launched stepwise for pre-registrations, PPORD notifications, inquiries and registrations. More

ECHA has published the initial procedures for the submission of PPORD notifications, inquiries and registrations.

Today the European Chemicals Agency (ECHA) has published information specifying how companies can submit PPORD notifications and registrations to the Agency and how inquiries on substances can be made as of 1 June 2008. During an initial period PPORD notifications, inquiries and registrations need to be carried out by using temporary procedures. REACH-IT will be initially used for company sign-up and pre-registrations

The European Chemicals Agency (ECHA) has published today information specifying how to sign up company in REACH-IT and how to submit pre-registrations of single substance via the REACH-IT portal to the Agency as of 1 June. Practical guidance is available in the updated REACH-IT section of the ECHA website. More

Data submission to ECHA active - almost 5000 files received.

During the first week of operations companies have actively started to use the REACH-IT portal for making company sign-ups and for submitting pre-registrations. They have also sent notifications, inquiries and registrations using the temporary procedures. More

ECHA has Published Data Submission Manual 4: How to Submit Valid Dossiers to the Agency and Updated Data Submission Form.

Further to information published last week (ECHA/PR/08/14) ECHA has now published the document "Data Submission Manual 4: How to submit a valid dossier to ECHA and complete the dossier header". The manual is for companies who are submitting dossiers according to the Temporary Submission Procedures as explained in the REACH-IT section of the ECHA website. It was drafted in response to problems experienced during the processing of PPORD, registration and inquiry dossiers, due to incorrect information (e.g. missing submission form or inconsistent dossier identification). Proposals for inclusion of substances in the Candidate List kick off ECHA's public consultations.

ECHA has launched today a new section on its web site to facilitate public consultations which are required by the REACH Regulation. The first public consultation is initiated today on 16 proposals for the identification of Substances of Very High Concern (SVHC) and will last until 14 August 2008. These proposals have been prepared by Member States with the view to include these chemicals into the first "candidate list" of substances that eventually may be subject to authorisation.More

Fee regulation - Frequently asked questions now available

The dossier completeness check by ECHA includes also a financial compliance scrutiny and a submission will be rejected if the submitter fails to comply with the rules concerning payment of fees and charges.
To facilitate correct handling of payments and to assist REACH registrants and PPORD notifiers, ECHA has published on its website frequently asked questions relating to invoices and payments in REACH-IT. Also some technical issues like browsers, forgotten passwords, blocked accounts and payments by Only Representatives are covered. More

Technical completeness check tool for Product and Process Orientated Research and Development (PPORD) now available

A technical completeness check tool for Product and Process Orientated Research and Development (PPORD) notification submissions is now available. This software tool offers the possibility to companies to check on their own the completeness of their PPORD dossiers before submitting their notifications to ECHA. The purpose of the tool is to help companies to prepare a complete technical dossier for PPORD data submission according to REACH Articles 9(3) and 20(2). More

Candidate List brings new duties for companies. ECHA has noted an inaccuracy in the Press Release ECHA/PR/08/38 in relation to the starting date of the obligation to notify the Agency if an article contains a substance on the Candidate List. ECHA publishes an updated intermediate list of pre-registered substances. An updated version of the   Intermediate List of Pre-registered Substances was published yesterday on the ECHA website. It contains over 50,000 substances which were pre-registered by 1 November, one month before the deadline of 1 December 2008. The purpose of the intermediate list is to allow Downstream Users of chemicals a possibility to determine whether substances of their interest are already pre-registered. A country breakdown of pre-registrations and company sign-ups in REACH-IT is also available. More

The European Commission has finalised and published draft guidance for Annex V and on Waste and Recovered Substances. The two documents have been handed over to ECHA for further development in co-operation with Member States and stakeholders. More

For IUCLID 5 users: IUCLID 5 SNIF migration plug-in released.
Today ECHA has launched the IUCLID 5 SNIF migration plug-in. It is available for download on the IUCLID website. The new tool makes it easy for companies to reuse data stored in SNIF files in their IUCLID 5 databases. More

Back-up submission procedure for pre-registration is ready, if needed, to ensure companies can pre-register by the 1 December deadline.
If the REACH-IT system cannot absorb the large number of pre-registrations before the deadline, ECHA will provide an additional pre-registration submission method in the final days of pre-registration. This method will be implemented only if absolutely necessary. The deadline for pre-registration cannot be extended by ECHA, and only a submission via REACH-IT guarantees the receipt of a pre-registration number and direct access to the pre-SIEF without delay. Therefore, companies are advised not to defer sign-up and pre-registration. More
